kia fission blaster does not apply rate of fire properly

when using rate of fire seedchips with the kia fission blaster, there is a significant delay between the holding shots.

to recreate this:
1.equip ze’ta with kia fission blaster
2.equip many rate of fire seed chips
3.fire the crystal cluster (hold trigger)

here is an example of the ze’ta with rate of fire chips with the halo launcher at 65 rounds a min

notice the significantly slower rate of fire with the kia fision blaster even while it has a higher rate of fire.
the rate of fire should be about the same with the kia fission blaster being ever so slightly faster
