We can’t build the dreadnought atm,we have 11 player with T9 and + and the message “You dont have 10 pilot with T+ or above” is here

Ah this dont have spire xD All is T9 (no Aquarion and MrNight,other is T9 or above)

There are 2 pilots with rank 9 only in your corporate.
Most probably you confused Ship rank and Account rank.
