how can i Ze'Ta rank up?

I purchased the ze'ta ship starter pack and it is rank 9. How do I reach rank 10? The current clearance level is 7. Can I upgrade the rank of ze'ta ship to 10 only when the clearance level is 8? How do I increase my Zeta ship rank?
