My GPU usage is at 98-100% in the main screen. In game the GPU usage is anywhere from 60-90%. I have been playing a lot of games on star conflict and only have been noticing recently because I have been sitting in lobby more. This has caused my GPU to overheat and cause FPS problems making the game unplayable for me(30-40 FPS). The high GPU usage happens to me every time I pull up star conflict main lobby, if I tab away my GPU usage instantly drops.
I have only started noticing this recently so something must have recently changed since I have played over 2000 games in the past 2 months and haven’t experienced any issues until yesterday and today.
I haven’t done anything differently. No new updates on my end.

since the introduction of wings into the game i get 5-25 fps depending on how many ships are in a 2-4km range of me

and if fps for others is perfectly fine and equal as what they where before when we use grapichs on maximum?
also how much cpu usage before you get into game?
amd is known for bad cpu’s but okay grapich cards.

The UI has a terrible performance cost that’s why you see the high gpu usage in the hangar (watch your fps drop by large amounts as you open UI windows). That said, if I disable vsync I’m getting ~170 fps both in the hangar and in battle with fully maxed out settings using a GTX 660 in windowed mode (should be faster in fullscreen mode). Your card is slower but not by such a margin, so if you overheat at 30 fps it sounds like something may be wrong with your card (are the fans still turning?).

What happens is that I sit in hangar and my GPU usage is so high that it makes my GPU run hot(it’s overclocked) after a while and then I go to play a game and the fps is bad because my GPU is so hot. The fans are fine, all other games that are more graphic intensive like SC2 run fine. Also if I stay alt tabbed I have no issues because that brings the FPS down in lobby so the card doesn’t overheat, and I have no issues in game.

did you try all different modes (windowed fullscreen, real fullscreen)?
as snib said, your vsync is disabled, yes? at least that solved the issue for a friend.
there is the option to limit your FPS btw. which as far as i have noticed also works in the lobby. i have hard capped mine to 100FPS because the fans started to annoy me if it rendered at max. (i got a 660Ti, so i get well over 100)
i have no idea if that really did something however, but at least my fans feel more quiet since then 
btw. i noticed that zooming fully in onto a ship reduces the graphics card temperature (since it has to draw only big surfaces) a lot so if you struggle with overheating temporarily, it might ease it for you too.
I actually have this problem as well.
in the hangar my FPS is a lower then usual 40-50 FPS and in game my FPS is at 60-70.
I dont know if its supposed to be like this or not, but it has been happening for more than 6 months.
