Thought it was a bug in my overlay at first, but was not. According to the logs the player “Flame” was in every zone I visited:

In fact he was not there, never spawned a single ship.
Now I realize you don’t care all that much about the logs, but the fact is that the data in the logs is what the client gets sent by the server, so this is a server-side bug that could have more serious repercussions. The issue persisted through client restarts. Definitely worth looking into.
