Feedback about my Tai'kin build

I recently building my tai’kin, but there’s a problem.
Since, there’s a lot of variations due to node, I’m not sure my build is intended as my plan.

My intention:

1. Harassment for cloaking ships especially Singularity.

2. Ally fire support by slowing enemy ships. 

3. Should be sustainable in the battle.
