Sometimes both, sometimes just one of those.
This is extremely annoying since there is already so little in the way of communication. Not having corp/squad chat is extremewly disadvantageous during a match.

Of course there’s always someone not getting it.
Did you even read what I said? I’m not talking about “General chat in battle” (which is what the option you are referring to is). I’m talking about corp/squad, which should be working all the time (and does, just not when it bugs out).
