Empire gunships are only bad when low on synergy level, then they shine well (I have this problem with Deimos T2, I fly better on Deimos than Deimos 2 because 2 is low on synergy level and its regens are just bad). Their biggest problem is energy, but its a problem for every gunship.
Wolf = no energy problem with passive hull
Passive armor is T3 only, the ships he listed are T2.
