Apparently the devs removed this functionality in a previous version. Whether or not it was on purpose is up in the air because they never tell us anything useful.
I really hope that we will be getting these cooldown timers back.
Why don’t you check for existing bug reports first? I already made it and it’s much more detailed and clear.

Yes, this was done on purpose! There will be no cooldowns shown for EB or TS due to “massive phobia of too crowded interface”.

Use a log-reading tool to make a HUD overlay? There’s a tool already for the EB and it shouldn’t be too hard to make one for Tele.
Their problem is that they completely removed the feature instead of just adding a toggle for it. It would make so much more sense. I love a crowded hud. It means I can see everything that is going on without problem. In no circumstances should something visual ever be completely removed. Only put under a toggle.

Are you serious? I do not use any external tools nor applications. Forget their tools. It should be OFFICIAL! It was already done so, it was just removed!
Check the votes! I do not understand their reasoning behind this idea. Voting poll clearly showed, that players want such features.

I suggested that it be made to only activate on double-tap so that not only do you not accidentally activate it, but also you can still use the “go up” key for its intended purpose.

All such abilities that have such cooldown, should display it! If they don’t like that, we can have a menu option uder Game settings, to toggle such things off.
