Neodium isn’t that rare, berry is the “tooooo” rare.
Everybody has to pay the 19 mill for the BPs. They didn’t give them away as a reward from the broker missions.

Also, Neodium is the most common of the (soon to be) three resources. Beryllium and Vulpanium are the ones that are close to impossible to get.
Also, this is purposeful, to prevent players from spamming destroyers. The R14 destroyers will be much more expensive and take ages to gather resources for.
