It seems, getting targeted at any range by a player using this gun slows you down, tested at 10km w/o even coming close for “proximity effect”
Slow down again applies even at closer ranges, without being hit.
What gives? Magic slowdown just for being targeted? w/o line of sight? Just a tad bit OP. This isnt a bug report, more of a IS it a bug–report.
I had this happen in rank 15 PvP yesterday too. Was dodging an LRF who was spamming from 6km away and was getting the slow down effect despite not a single projectile hitting me.

It is not a bug until you properly report it.
It is the same with Photon Emitter (~5:20)

Reducing rotation speed is a dumb feature for a frigate weapon ayways, “yay more counters for ships that acually need skill to play” that combined with not even needing to get a hit for the effect to set in makes the weapon really annoying.
