Its pretty clear your GPU is bottlenecking everything. DOF is only active at hangar (relys in GPU) so thats why you get good framerate at hangar but not in battle. Turn down/off settings that require GPU like shadows, anisotrophic filtering and specially shaders (textures require memory, wich is more than enough with the 1gb your GPU offers). BTW you are using 2 programs to show FPS, wich means a higher load for your pc. If you upload a SS with your game settings it would be helpfull. WhatNightmare8182 sayed is a nice way to increase your FPS too.

reminds me of my settings. Low shaders and tex looks god awful but low tex and high shaders is easy on my eyes…
Here’s my primary entry, photo manipulated since we’re sort of allowed to do it.
So the devs know, what I added:
Extra chromatic aberration (CryEngine/UE4 it’s fringes, same thing though),
Gaussian blur for added DOF,
Contrast edits,
Some shadowing,
Black bars.
Video recorded gameplay so I could extract the best frame, which is sort of why the quality is relatively low.

and if you use MSI Afrerburner and overcloack to maximum you might get over 250 fps on low settings xD
