You probably have to change your CPU, this one is very old (early 2011), I had similar problems also with high packet losses on windows 7 on i5-3330 and now after changing to i5-9600k I have almost no such problems.
Another thing you can do is to clean your pc not only physically, but also with special software.
I highly doubt that this is a CPU issue, if this is hardware related it is more likely the mainboard

Edit: Also your connection logs shows quite unstable if nonexistent connection to the steam servers.
