Can someone explain that?

The one on the right is my Tackler and the one of the left is some guy’s Tackler, I wonder why he passively reload missiles faster than me. I thought it was becasue of some implant, but we both also had a Dragonfly and both of them had “Missile reloading rated reduced by 20%”. It was just his bear who reloaded missiles faster than mine, why?

He has the Improved Missile Pylons fitted.

I tested it on my Desert Eagle and when I fit the Improved Missile Pylons mk1, it raises from 20% to 33%.
