I cant manufacture a destroyer and secret ships. I have all needed materials. My friend have same issue. I switch the modules but menu is not responding. it always showing 1/1 2/2 1/1 3/3 1/2
You already have enough materials? How many bundles did you need to buy? 
It’s not a bug. Now every manufacturable ship has a predetermined ship part requirement that is independent from the module choices of yours.
So now you can reconfigure them for some extra cash without losing materials and ship parts.
