i have hull booster installed i get the effects from it but when i go in battle it showes to me thet i have tactical software booster.

IMO, not a bug. Tactical software affect you and whole team, so someone had to buy it. As you can see, you are under effect of own booster AND tactical software.
Some one on your team had it active so you got the effect for free
