Lost cargo - neo plates can be found in them. But it seem to be rare.
Found one neo plate in a container in the new sector Northstar Crash Site, but I don’t know if that was from an enemy ship or player death(there were a few container floating around and I looted them and found the plate in one). So it could be a possible loot drop from the enemies there. Need to be tested.
Impure neodium can be found in nodes, which hold graphit too. But it seem rarer as graphit(at least for me). Transporters and haulers can have them on board as well.

There u have it, look for valuable and large ore, mysterious containers, also visit the alien space often, u can find there neodium too.

Am I the only one that finds ALWAYS graphite and never neodium? I think I opened 20+ nodes and found no neodium.
A few in my corp said it’s 50/50, but I found more 1/6 neodium/graphit as relation. Nodes feel like 50%+ non-resources and the rest, yeah read my numbers and T.T about it.

Today I found my first neodium ore, but fortunately I already have 26 plates from the event, so I only need 12 more ores. I also found that Abandoned Outpost and Fort Muerto have TONS of ores to mine. I think it’s not gonna be too bad.
I’ve found 74 impure neodium (plus a single plate) so far, mostly from Terraforming Station. It seems to be the best place for neodium gathering, as long as no one else is there cutting into your profits, and you have a cruise tackler (preferrably with extended hull) to dodge the aliens with. I think there is about 10% chance of getting neodium from a “valuable mineral”, so one might get 2 or 3 from all the rocks there are at a time.
The best possible and fastest way is to use a spatial scanner, take enough fuel and fast jump & fast search every sector of any given faction, 3-5 neodium plates per hour.
