but on a serious note, this is just the message box with a nice background of an xray marking the implant sets, usually containing the advertised events of the day, isn’t it?

A somewhat common bug.
It is advertising implants. True story.
I have the same problem as well.
It must be the default background for when they forget to remove the tab and don’t insert another graphic in there XD It happens occasionally
