I really like the assault railgun, have it on orange and used it a hell lot. Still i have decided to get rid of it and not use it any longer. Why? Cause its crap. The weapon, after long testing, is simply worse than any other. Its an all around mix than manages to be not useful in nearly any situation. Its too slow to shoot inties and does not do enough damage to hurt frigs. If I want an all around weapon i use laser-and i dont even like laser.
Does anyone use it? What is the purpose of this weapon? Or is it just really bad?

With critical builds is really good against fighters and most interceptors. You have to work with that 20% natural critic chance. Against frigates the ion is better hands down.
The problem about railguns is that you need to keep a really good fire discipline to avoid overheat and control the cooling cycles. And that against certain interceptor builds it is really hard to score a hit.
Also remember that most people forget to fill the kinetic hole in their armor.
I use them mostly in commands, because with rails you need to keep the distance with your targets to use them properly. They are not a dogfight weapon.
Railgun is my favorite weapon hands down. As Eviscerador said, if you know how to deal with the overheat and cooldown times, it’s an awesome weapon. I really like it on shipws with a lot of capacitor modules so I can increase the fire rate of the weapon.
I think the damage is pretty good if you consider the crit stats. I never had problems in terms of damage with that weapon.
Assault rails are a decent weapon but they really come into their own on ships that naturally enhance them, take the wolf series, they have buffs for kinetic weapons. Spread reduction and velocity increase. In effect, accuracy and ease of hitting moving targets.
It would also be my favorite weapon if it wasn’t for the attrociously short overheating; very easy to shoot just a bit too long and end up on a long cool down, missing that kill I almost had…
Reducing the spread with rails is a good start to make it awsome. However, to make it very effective I boost the projectile speed as much as possible and reduced target locking time also help make it effective. Rails and Gauss are my favorite weapon type

Try it on the Wolf (not the Wolf-M) with Iridium Slugs and Shared Cooler. You will like it, I guarantee it.
Rails are a great weapon. You just have to use them correctly.
Enter’s suggestion is viable, but there are other options as well. Doing crit-rail builds on the Desert Eagle or Mjolnir are great builds to try. Also, going for max RoF builds on commands is amazing. On the prometheus-x/katana-s in T3 and aura in T5, you can build incredible RoF builds. Just use 3x iridium heatsinks, vanadium shells, and you have a great burst-weapon. The damage you get in that 3 second burst is very high, and is great vs. fighters and squishy frigs (and ceptors if you can hit them).
You need a lot of CPU slots to boost the already good crit stats.
If you are doing a crit-build, yes. Using a RoF build, you only need one CPU (for horizon). CPU slots do help, but they are not necessary (doing a RoF build on the prometheus-x is evidence of this).

Yes. If you don’t have any range increase mods, then there’s no real need for spread reduction. But if you have a horizon, or the f2 implant, then yes, some spread reduction would go a long way.
