Was just wondering where this came from (memory isn’t the best) and if there was anyway to get a higher level?
The +3% Synergy is coming from the old upgrade system where you could use Gold Standard to upgrade module.
Using GS was also giving a small bonus to synergy gain.
So since its the old system, then i doubt if you can get them today? (say a higher level of it from a drop)

Correct, you can’t get them anymore.
