You’ve got the right idea with the defenses on the shield, although the hull addition isn’t needed. you’ll want the turn speed.
try this one on for size. it’ll get you through both pvp and pve fairly nicely.
Use these implants - left to right 1-9, top to bottom a-b-c. 1c,2c,3c,4a,5a,6a,7c,8b,9a.

Note, the shield can be used with two thermal alongside the anti kinetic, or as it shows in the picture, two anti EM modules alongside the kinetic, and the hull can be switched to passive armor or anti kinetic/thermal.
Other builds are viable, for instance, using the passive armor on the hull so you can maintain the proper amount of energy regeneration for constant afterburning, while the
7c implant supplies energy for your modules to be used while under constant enemy fire.
Make sure to purchase the booster module on the bottom right to add in +10 shield defense, for an extra kick.
The signature masking is optional.
As for the weapon, I will almost always suggest the heavy blasters, and use the curved reflector on the ammunition, which adds a good amount of damage, while taking away range.
The cpu can be used for any number of modules, really. the horizon module, and the proton wall being my two favorites.

Glue your shift key, stay away from tacklers and slow guards.

I know personally, I would much rather put a kinetic resistance in the hull slot, especially over EM.

With this build, it is crucial that you use the Federation 8 implant (middle one for the 8th implant), so that your shield booster and repair kit function not only as self-heals, but also as anti-tackler modules, which give you 5 seconds if immunity to slows (crucial for adaptive guards).
But do note that this build will take a lot of getting used to, and will become more effective when all the adaptives are upgraded to mk4.
Personally, I wouldn’t recommend using the Anaconda-M for flat-resistances, as it isn’t nearly as tanky as a jericho guard in that aspect. I’ve found that the Anaconda-M is most effective with full adapative builds (or mostly full).

Unfortunately I know that the ships of the federation are horrible as tankers , but are the ones that I like to use. Not like the ships of Jericho , they are quite slow despite tough so I am trying to create a decent Anaconda both tanker and for all in. I am following some tips from you but still would love to have a deeper analysis of the Coil Mortar and Heavy Blaste
Make no mistake, the T3 Anaconda-M and the T5 T-rex MK.II are great tankers. Don’t let them be thought as otherwise.
a +kinetic defense hull module is a fairly good choice, however, you’ll be able to defend against kinetic very well with your shield. in fact you’ll be defending against all damages at once fairly well, so trust in that shield.
A lot of the tank comes from the Shield booster L, and the emergency shield boost; that goes for both federation guards and the Jericho variations. in otherwords, federation guards have almost just the same amount of tank
as the Jericho guards do but with more speed to position with against the enemy.
Darth, I really wouldn’t suggest an emergency barrier on 'most any guard; it’s better to add in something that puts forth more ability to defend yourself, or add to the offensive.

I mean, it all comes down to personal preference. Playing in organized squads, I will most likely use a module other than EB (probably a cap power relay or iridium heatsink), as I know I have teammates who will be watching my back, but for solo play, the EB is nice to have as a buffer from quazi-facetorps or to allow a second to activate a healing module.

to answer the question, it is safe to not use anti kinetic on the hull, thanks to the great amount of tanking done with the shield. you can even use the regenerative coating on the hull slot.

I really enjoyed the video, but I 'm not so skill , I am afraid to go out running around shooting because I eprco very easy target and I’m spinning like a cheap dizzy while it hits me, I think I will use two defenses against MS and 1 regeneration in shield

If you’re not the kind of person to go out running around shooting, then Federation may not be the right faction for you
Anyhow, here’s a couple of suggestions:
Try using beam cannons with horizons or infrared scanner. Lasers tend to make staying still a lot easier, although may be difficult to aim against faster ships. Give it a shot and see if you like it.
Let go of that adaptive for a shield projection splitter. Adaptive shields only work when moving at nearly full speed, so they tend to be a bad idea for stationary ships. Shield projection splitter increases your shield tank significantly when combined with the two resistance modules you already have on, at the cost of some acceleration that you won’t be using much if you stay still.
See if changing the leak stabilizer for a voltage regulator helps any. If you don’t use afterburners much, it might not, but I’m not honestly sure. If it helps, it helps. If not, it doesn’t.
And finally, try changing that missile shield for a shield booster L. When recons come in and use parasitic remodulator, it helps to have two shield regeneration modules so you don’t lose half your shields over ten seconds without even being shot at. Missile shield is unfortunately not terribly useful for helping yourself, unfortunately, which makes it the best candidate for switching out.
Again, these are all just suggestions, each person has different tastes for builds. Try 'em out, see how it goes.

Use the +30 points towards defense, and don’t use all three defense types on the shield. go for 1 kinetic, and two thermal, or 1 kinetic and 2 anti EM.
Remember to make use of the booster slot on the bottom right of the ship slots.
To cover the third defense type that you’ll be weak to, simply place the special module over that type when the damage is there, and use the special module to push one of the defense types you’re already strong against to 250+ when it’s not.
The main reason I suggest more defense is that your shield will be worth more over-all, which that includes your shield booster L and the emergency shield boost.
When you cover only two defense types with a decent amount of defense, you’ll be able to defend against all types at the same time with the addition of the guard’s special module.
If you try to put the modules to all three defense types, your over-all effectiveness will be much lower, since you’ll always have a weak point.
Use it right, and it becomes a very hard to take down shield. Of course, the 9a implant will keep giving you more defense per lock on.
On a side note, there is a third option for shield defenses. You can stack all of your defenses to a single type. for instance, thermal to 200+ and use your special module to cover the other two, or to stack thermal to 350+ points when the other two damages are not present. It’s unlikely, but it’s awesome when it happens. I wouldn’t suggest stacking against EM damage, though. it’s not much, in the end.
so the two options are simply kinetic or thermal for stacking fully. The trade-off is simply that you will always be weak to one type of damage element.
