2) the skill tree… is it realy a skill tree or just linear? Can i combine skills or implants of different factions?

If you use steam, right click->properties
You can use any skill but not miy of different levels from all factions (so no all tier 1 1 skills)
The horizontal bar on top of the skills is the level as I am sure you have noticed. You can use 1 skill of every level, but not all 3 that are available. Though you also have to level a faction to unlock its skills so as you progress that won’t even be an issue till you go back and level another faction to unlock its skills.
