There was a bug with the Queue Yesterday which has been fixed Yesterday too 
Regarding the normal Waiting Queue, you have to understand that the new players are just starting the game, they are still in T1 and/or T2. Give them some time to reach higher Tiers
Concerning the High latency problem, Devs are aware and are working on solutions to correct the problem as soon as possible
