I have all full fleet strength and do not have this title… So I’m not sure this was the criteria. If I’m not mistaken only one person has this title.

Yah, wasn’t sure … I had only seen one… but still brings to question what the criteria is because all those on leaderboards should have it if it’s all about fleet strength.
It’s just one of the many bugs.
