My suggestion is simple (at least so I think):
During Sector Conquest hours place this mode into the random PvP circulation too. So, to those, who are members of any corporation with a dreadnought, SecCon battles may be given randomly according to their selected ship level at that time. Players would be put into SecCon battles to fill up the holes in the matched teams and not to make more and more new teams. This system should be used only for making SecCon MMing faster, more fair with players matched on the same ship level, and to avoid having BOT team members or enemies.
